LOGIC MODEL

What we do · Logic model

Every dollar.
Every outcome.

Every input and every activity traces to an outcome we count, and to the record that counts it.

Two engines, one model

Public grants.
Private gifts.

Public grants

The homes and the services.

HUD Continuum of Care grants pay for leasing, rental assistance, supportive services, operations, and administration, within the lines each grant agreement allows. Each one requires a match from non-federal sources.

Private gifts

The match, and everything else.

Gifts from collaborators provide the match that unlocks federal dollars, and pay for what federal rules exclude: gatherings, celebrations, clothing, household goods, hygiene supplies, training, and reserves.

How we keep ourselves honest

The rules
we measure by.

Benchmarked

Start from the County.

Housing targets start at the County benchmark for each type of housing.

Baselined

Then beat it.

Every other outcome sets its baseline in fiscal year 2027 and must beat it from fiscal year 2028.

Targets only go up

Never lowered to fit.

A target may be raised, never lowered to match a result.

No claim before proof

Verified first.

We do not claim the model outperforms others until it is verified against primary sources.

Fund the model

Every gift traces
to an outcome.

Your gift is the match that unlocks federal dollars, and the part grants cannot buy.
